Fund insulation and a heat pump.

There is $5,000 of funding support for ratepayers that can be used for home insulation and clean heating available under the programme. The funding for a heat pump or other clean heat source requires that the home is adequately insulated first and all work must be undertaken by an approved provider to the programme. Brightr is the only approved provider able to coordinate both insulation and heat pumps together.

Additionally, some homeowners may also be eligible for grants of 80% OFF ceiling and underfloor insulation, and onground vapour barriers, as part of the government's Warmer Kiwi Homes programme. Extra finance may be available if you don't meet the EECA criteria. We can let you know and include this in with the paperwork.

Who is eligible for this funding?

To be eligible for the Warm Dunedin funding you must submit a complete application form and:

  1. You must be a Dunedin City Council ratepayer for the property to be insulated/heated
  2. Your home must have been built before 2000 (or 2008 if EECA eligible)
  3. You must be up to date with payments on your rates and have a good payments record
  4. You must agree to pay all your rates by direct debit on an agreed basis (ideally monthly, fortnightly or weekly) for the period of the targeted rate (10 years)
  5. You must have a quote from a DCC approved insulation provider (that's us!)

Pay it off over up to 10 years.

The funding is repaid through your regular rates bill and is itemised as a "voluntary targeted rate". To be eligible for the funding you must agree to pay your rates by direct debit for the period of the targeted funding support. The repayments are over a period of 10 years although you can make additional repayments if you wish to pay it off earlier.

If you sell your house before fully paying off the financial assistance you are legally required to disclose the existence of the targeted rate to potential buyers. Alternatively you can pay the outstanding amount off in full prior to selling.

What is the interest rate?

The interest rate is 4.4% per annum and is reviewed annually. Insulation/heating of $5,000 would have an approximate repayment of $52 per month. (as at Sept 2020)

Combining Rates Funding & Grants.

If you're a low income homeowner you may be eligible for grants of 80-100% OFF the costs of insulation and ground barriers as part of the government's EECA Warmer Kiwi Homes programmes for pre-2008 homes. You can also use the Council's rates programme to address your insulation and heating at the same time.
